🛠️ Building Futures: Introducing the New Career and Technical Education Facility

OCPS is thrilled to be moving forward with the construction of our new Career and Technical Education (CTE) facility, a state-of-the-art center dedicated to preparing students for high-demand, skilled careers. This project represents a significant investment in our students' futures and the economic vitality of our community.

This dynamic facility is being designed to serve approximately 200 students per day, offering diverse, hands-on learning experiences across multiple fields. Our initial program offerings will include essential trades and technical skills such as auto mechanics, agriculture, carpentry, culinary arts, nursing, and technology/robotics. With classroom spaces designed to accommodate a minimum of 20 students each, the facility will foster an environment of practical application and collaborative learning.

Crucially, while we are focused on meeting the immediate functional requirements for these programs, our planning includes the identification and provision of space for future growth. This ensures the facility will not only meet current needs but also serve as a sustainable resource capable of adapting to long-term space projections and evolving career education demands. PUBLIC NOTICE OF RECEIPT OF AN UNSOLICITED PPEA PROPOSAL

The School Board of Orange County, Virginia (the “School Board”) has accepted a proposal for review from Gilbane Building Company for the Orange County High School Career Technology Education Building (the “CTE Center”) to be developed at 201 Selma Road, Orange, Virginia, in accordance with the Public Private Education Facilities and Infrastructure Act of 2002, Chapter 22.1, Title 56 of the Code of Virginia of 1950, as amended (the “Act”) and the School Board’s Guidelines for Implementation of the Public Private Educations Facilities & Infrastructure Act of 2002 (the “Guidelines”).

The School Board intends to evaluate the proposal, and will advertise the proposal for competing proposals. After this competitive process, the School Board may negotiate an interim or comprehensive agreement with the proposer based on the proposal, and will accept for simultaneous consideration any competing proposals that conform to the Act and the Guidelines.

All competing proposals must comply with the Guidelines, which are linked below. Proposers must submit a processing fee in the amount of 0.5% of the total anticipated cost of the Project as set forth in their Proposals, not to exceed $25,000, in accordance with Section 3.3 of the Guidelines.

Submissions must be made in a sealed envelope labeled “PPEA-2025-001 CTE Center” and received in the above office not later than 2:00 p.m., local time in Orange, Virginia, on December 23, 2025. Submissions must include an electronic copy of the proposal on a thumb drive, and the required submission fee. Delivery must be coordinated ahead of time by contacting Marty Pitts via phone at (540) 717-0439. This coordination is especially important since OCPS offices will be closed for winter break on December 22-23, 2025.

Portions of submissions that would reveal trade secrets, financial information, or other competitively sensitive confidential proprietary information may be held confidential by the School Board pursuant to Section 2.2-3705.6, subsection 11, of the Virginia Code. If a proposer wishes to label information confidential, it must (1) clearly label the information it wants to be held confidential and (2) state why protection is necessary. The School Board suggests that public information be provided in a Volume 1 of the proposal, with confidential information and the letter of justification in Volume 2. See Section 8 of the Guidelines for more information.
